Notes

Dispatcher is configured and ready. When HQ enqueues items with status="queued", this cycle will:

1. mark them running,
2. spawn workers per dispatch_config.json,
3. collect artifacts under brain/hq/agents/<hqAgentId>/<YYYY-MM-DD>/,
4. post a single ship.ready activity event per completed run.
